CJJ Executive Board Convenes for Board Retreat, Models for Change Conference

The Coalition for Juvenile Justice (CJJ) Executive Board met December 3-4 to plan for the next 12 months and beyond. The retreat was held at CJJ’s new office in Washington, D.C., with more than 25 board members, committee chairs and staff in attendance.

The focus of the retreat was the development of committee and regional work plans, including tasks, timelines and expected outcomes. Each work plan was developed with the CJJ 2011-2014 Strategic Plan in mind, so that our work reflects CJJ members' needs. All plans are woven together so that committees can work together, when appropriate, to advance our work in a deeper way.

The CJJ Executive Board is committed to continuing our steady support for the State Advisory Groups, Juvenile Justice Specialists, state staff and allies as you face funding cuts and other challenges in the coming year.  

Following the retreat, CJJ Executive Board members and committee chairs attended the Sixth Annual Models for Change Conference, led by the John D. and Catherine T. MacArthur Foundation. The conference, hosted by CJJ for the fifth consecutive year, provides a forum for states and localities participating in the Models for Change initiative to share and advance their ideas and strategies.

Several CJJ and National Juvenile Justice Network (NJJN) members presented at the conference:
  • On December 5, NJJN's Fiscal Policy Center Director, Lori Albin, together with NJJN member Lance Horozewski (WI) presented “Budgeting best practices into standard practices,” a workshop examining the financial effects and benefits of Models for Change innovations and government spending pre- and post-implementation.
  • A December 6 workshop, titled “(Re)Building a State Advisory Group for Reform Leadership,“ featured Illinois SAG Chair Hon. George Timberlake and Washington's juvenile justice specialist Ryan Pinto, as well as Lisa Jacobs (IL Models for Change) and Bonnie Glenn (WA Department of Social and Health Services). Panelists highlighted ways they have repositioned SAGs to be results-oriented and data-driven to improve outcomes for youth, families, community safety and public benefit.   • Also on December 6, Kansas SAG member and CJJ Executive Board member Hon. Melody McCray-Miller moderated a panel discussion about recent legislative reforms in Ohio and Texas that are creating “bold, real change” with new bipartisan alliances of advocates, legislators and strategists. Panelists included Gabriella Celeste from the Schubert Center for Child Studies (OH), NJJN member Deborah Fowler (Texas Appleseed), Jeff Jacobson (Strategic Insight Group, OH) and Texas State Representative Hon. New Partnership for CJJ to Enhance Training and Technical Assistance

CJJ is pleased to announce its part in the new training and technical assistance program of the Office of Juvenile Justice and Delinquency Prevention (OJJDP), aimed at enhancing training and technical assistance available to states and localities receiving Title II Formula Funds and Juvenile Accountability Block Grant Funds.

The new center, entitled “State Training and Technical Assistance Center, “ or STTAC, will be operated by the American Institutes for Research (AIR), and co-directed by CJJ and the National Center for Juvenile Justice. Announcing CJJ’s New Director of State Strategies
We are very pleased to announce our new Director of State Strategies, Marie Williams, who will join us starting January 3, 2012. Marie brings many skills and ideas in key areas, including member relations and affiliate development and training, as well as public policy and government relations. She has worked at the local, state and federal levels in several areas related to CJJ's focus, including re-entry with adults and juveniles, conflict resolution, criminal and juvenile justice policy development, peer-support and engagement in national member organizations, and organizational development.

Prior to joining CJJ, Marie worked for well-known national organizations including the Center for Community Interest, U.S. Chamber of Commerce, Search for Common Ground and NARAL. She holds professional memberships with the Maryland Bar, the ABA and National CASA. Marie is a graduate of Vassar College and received her J.D. from George Washington University Law School. CJJ, in partnership with its allies nationwide and with the support of Patton Boggs LLP and the Public Welfare Foundation, is fast developing new tools and strategies to strengthen, renew and increase our collective efforts to restore and increase federal juvenile justice funding in the FY 2013 appropriations cycle.

Youth Member Brings Inspiring Commitment to the Nevada SAG

State Advisory Groups (SAGs) are fortunate to have outstanding young members across the nation, enthusiastic about juvenile justice reform. The CJJ National Youth Committee recently caught up with one such individual: Noah Jennings, 13, of Carson City, Nevada. Jennings proactively applied for the role of youth member with the Nevada Juvenile Justice Commission (JJC, Nevada's SAG) after hearing of the opening, researching the JJC and identifying with their mission and goals.

Jennings was appointed in 2010 and has since been actively engaged in forming the JJC's youth subcommittee. He is passionate about the goals outlined by the youth subcommittee, which include establishing an Adjudicated Youth Panel to present to the Commission. While Jennings stated that this is in the very early planning stages, he said he is hopeful it will enable the Commission to hear about the Nevada juvenile justice system’s strengths and weaknesses from youth who have firsthand knowledge.

Jennings participates on the Policy and Legislation Subcommittee, as well as the Minority and Gender Subcommittee. He said he has gained much from the opportunity to serve on the Commission, including a broader understanding of the juvenile justice system and being able to witness how it works throughout the state. He hopes to become more nationally involved through CJJ and has a particular interest in federal legislation. In the future, Jennings said he plans to join either the Air Force or the Navy.

The NJJN Fiscal Policy Resource Center - Your Guide to Juvenile Justice Cost-Benefit Analyses
NJJN's Fiscal Policy Resource Center has posted two brief guides to analyzing costs and benefits of juvenile justice policy changes – one for legislators, and one published by OJJDP. You can also download six juvenile justice-related cost-benefit analyses to use as models or as a source of ideas for your own jurisdiction.


Just for Parents and Family Members: Four Guides to Juvenile Court
The Texas Criminal Justice Coalition's Juvenile Justice Initiative – an NJJN member – produced four one-page guides to juvenile court for parents and family members. Topics include:
  • The Juvenile Court Process
  • What Can I Expect When My Child is Locked Up?
  • When Can I Visit My Child?
  • Sealing Your Child's Juvenile Court Records


NJJN Members Honored

Six of NJJN's member and partner organizations made Philanthropedia's top 21 list of local non-profits working on criminal justice reform: the Juvenile Justice Project of Louisiana, Family and Friends of Louisiana's Incarcerated Children, Youth Justice Coalition (CA), Juvenile Law Center (PA), the Partnership for Safety and Justice (OR) and the Texas Criminal Justice Coalition (TCJC) (Texas). Congratulations to all.

Illinois' SAG Releases Youth Reentry Improvement Report
On December 13, the Illinois Juvenile Justice Commission (the IL SAG) released the "Youth Reentry Improvement Report." The report summarizes the SAG’s findings and recommendations for decreasing a “daunting” statistic in the state: more than half of the youth released from prisons return to prison in three years or less.


New Report Calls for Collaboration between Advocates for Crime Victims and Justice System Reform
On December 8, The Partnership for Safety and Justice (NJJN Member in Oregon) released a new publication that aims to encourage discussion and collaboration between crime victims’ advocates and criminal justice reform advocates. "Moving Beyond Sides: The Power and Potential of a New Public Safety Policy Paradigm" calls for advocates to work together in reducing mass incarceration, improving public safety results and strengthening the supports and services for people affected by crime.


OJJDP Launches DMC Virtual Resource Center
The Office of Juvenile Justice and Delinquency Prevention (OJJDP) launched the Disproportionate Minority Contact (DMC) Virtual Resource Center, an online resource to support the work of DMC coordinators, State Advisory Group members and other juvenile justice professionals.


New Report on Combating Child and Youth Homelessness
The National Collaboration for Youth released a joint policy brief on “Improving Federal Collaboration for Homeless Children and Youth” with the Campaign to End Child Homelessness, the National Association for the Education of Homeless Children and Youth, and the National Law Center on Homelessness & Poverty. With over 1.5 million children and youth in America experiencing homelessness annually, the brief asserts that progress to combat child and youth homelessness can be made if federal agencies align their efforts.


NCJFCJ Survey to Assess Training Needs for Juvenile and Family Court Judges

The National Council of Juvenile and Family Court Judges, with support from the Vivian Phillips Charitable Trust, has developed a brief survey to assess the need for training juvenile and family court professionals on military issues. The survey will remain open though January 6, 2012. All answers will remain completely confidential. To participate in the survey, please click here.

Kentucky Battles High Rates of Nonviolent Youth Incarceration
In a December 11 article, The Courier-Journal reported that Kentucky locks up status offenders at one of the highest rates in the nation. The article, which quotes several CJJ and NJJN members, reports that more than 1,500 Kentucky children were sent to detention for nonviolent status offenses last year, “sidestepping federal and state laws and ignoring the near-unanimous agreement of experts and advocates that it harms children.” Click here to read the full story.
