Delinquent youth, most of whom are nonviolent offenders, are in physical and emotional danger in adult jails. Furthermore, children placed in isolation cells are at high risk of committing suicide.
Placing offenders under the age of 18 in adult lock-ups must be avoided and only done if extenuating circumstances make placement in a juvenile facility impossible and, then, for six hours or less. In such cases, it is imperative that juveniles have no physical, visual or verbal contact with adult inmates.
